Meaning:

どうぞ means “please”.

Note: You use どうぞ when you want to ask somebody to do something in a polite way.
Note 2: You can use どうぞ directly, it means “go ahead”.

Is どうぞ a verb?
Nope, it’s not a verb. it’s an adverb.

In プリンをどうぞ=プリンをどうぞ(べてください)。
It just dropped the verb to make this sentence more polite.
