In many cases they can be used interchangeably, but basically, 公害 means public nuisance; environmental pollution, mainly caused by man’s social or economic activities. 汚染 is pollution, which includes 公害, but also pollution caused by nature, such as 火山活動による河川の汚染。pollution to the rivers by volcanic activities, etc. Some pollution may be called 汚染 although it is caused by a human error, or accident, such as タンカーの座礁による海洋汚染 sea water pollution caused by a tanker wreck. I guess that’s because it is one-time and not by continuous activities.
