In Japanese, 県 means “prefecture”.

It will be very hard to remember this kanji by its origin.
However, I will think of a way to help you remember it.
県 looks like a 目 on a chair. 目 means “eyes”.
You can remember 県 by “I’m watching TV on a chair in Kanagawa Prefecture”.
So 県 stands for “prefecture”
