Marshall can probably explain it better, but you generally do not use the formal form when you are using a verbal phrase to modify a noun.

The sushi I ate yesterday was tasty. The I ate = 食べた。You use the informal form (食べた)rather than the formal form (食べました).

If There is a Noun after it, you can only use plain Form.

上辺(うわべ)だけの付き合い:superficial relationship
